Statistics on unemployment benefits paid by Kela

The statistics present a general picture of the basic economic security that Kela provides for unemployed persons. They cover

  • labour market subsidy
  • basic unemployment allowance
  • benefits paid during participation in employment-promoting measures
  • job alternation compensations, and commuting
  • relocation allowances.

Expenditure on unemployment benefits amounted to EUR 3,684 million in 2022. Unemployment funds accounted for a total of EUR 1,840 million and Kela for EUR 1,844 million.

In 2022, the expenditure on unemployment benefits decreased sharply, almost to the level prevailing before the COVID-19 pandemic. The expenditure declined by 21% from 2021. The expenditure on earnings-related benefits decreased by 25.9% and the expenditure on basic benefits by 14.4%.
