Rehabilitation Education, Training and Research: Expert Forum’s Perspectives on Development of Education and Training and Proposal for a Rehabilitation Research Strategy

Abstract

On 10 March 2021, the Ministry of Education and Culture appointed the Forum for Developing Rehabilitation Training and Research for the term from 11 March 2021 to 31 December 2023. The Ministry implements the Forum in collaboration with the Ministry of Social Affairs and Health. The Forum was tasked with drawing up a development plan for rehabilitation education, training and research.

The members of the Forum have vast expertise in rehabilitation education, training and research, representing the entire education and research system and stakeholders of rehabilitation. The proposals given in this report are based on the experts’ views on the development of education, training and research.

The reports pertaining to the first phase of the Forum’s term were published in January 2022. They discuss the current state of rehabilitation education and training, RDI, and research on rehabilitation education and training, and the competence and working life needs in the field of rehabilitation.

The proposals for developing rehabilitation education and training are related to rehabilitation know-how, education and training system, degrees and qualifications, educational paths, doctoral education, continuous learning, and research on rehabilitation education and training.

The vision of the Research, Development and Innovation Strategy for Rehabilitation is summed up in the goal of rehabilitation being evidence-based, effective, cost-effective and meaningful for society and individuals, when examined at the national level. The suggested areas for improvement include certain RDI subjects, financing, networking, knowledge base, international aspects, methodology, communication and interaction, RDI competence and doctoral education.
